板巖的開發利用將對我州社會安定、經濟發展及環境生態保護等方面有著積極的影響,主要體現在:1.潛在資源價值在200億元人民幣以上; 2.開發新產業,推動我州優質石材開發和深加工基地的形成; 3.為我州節能減排工作做出貢獻,使用瓦板減少對森林資源的砍伐; 4.解決部份勞動力的就業; 5.帶動地方經濟發展; 6.帶動香格里拉縣的運輸行業、電力行業、???物流行業、工商業發展,增加地方財政收入; 7.本區域扶貧效益:①支付給村社資源補償費②支付本地就業人員工資,增加農民家庭收入③支持本地運輸業增加農民收入; 8. 改善迪慶州藏房屋頂建材混亂的使用狀況,遏制由于彩鋼瓦的大量使用對迪慶人文環境造成的景觀破壞,深入改善迪慶州的旅游環境,保持迪慶州整體旅游環境的持續發展; 9. 減少火災隱患,預防大面積火災的發生,更好的保護藏族風格的建筑,更好的保護公共和人民生命財產的安全;極大延長藏房屋頂建材的使用壽命,從而延長每棟藏房的平均使用壽命,延長藏房整體翻蓋周期,減輕蓋房的經濟壓力,解放每年翻修屋頂的勞動力,減少翻修使用的閃片。 10.減少使用大量彩鋼瓦形成的光污染; 11.減少使用水泥瓦和小青瓦在生產中的碳排放。
The development and utilization of slate will play a vital role in the prefecture in maintaining social stability, promoting economic development and protecting ecological environment. In particular, it will: 1. Exploit the potential resources that are valued over RMB 20 billion; 2. Create a brand new industry and promote the establishment of one or more bases within the prefecture for development and deep processing of high quality stones; 3. Make its own contribution to achievement of the prefecture's goal to save energy, reduce emission and consumption of forest resources. 4. Create and provide employment; 5. Drive the local economic development; 6. Drive the development of transport industry, power industry, logistics industry, industrial and commercial industry within ShangriLa County and thereby increase local revenues; 7. The benefits regarding the regional poverty alleviation include: ① payment of compensation to villages or communities for resource exploitation; ② payment of wages to local employees and thereby an increase in the income of local rural households; ③ support for the development of local transport industry and thereby an increase in the income of farmers; 8. Radically change the chaotic use of different types of roofing materials within Diqing Prefecture; put an end to the excessive use of colored corrugated steel sheets to roof houses because it seriously damage the cultural landscape in the prefecture, and substantially improve the atmosphere and environment so as to make them in favor of the sustainable development of tourism throughout the prefecture; 9. Eliminate or minimize fire hazards, prevent huge fire from breaking out, and thereby, better protect the buildings of Tibetan architecture, public and private possessions, and safety of local people; Prolong the service life of Tibetan roofs, and consequently, their average life and revamping cycle of houses so roofed; reduce the costs of building houses, set free labor otherwise required on an annual basis in order to revamp houses and reduce the use of boards for such revamping. 10. Reduce the light pollution caused by excessive use of colored corrugated steel sheets; 11. Reduce the carbon emission during the production of cement tiles or small-sized black tiles;
